Acceptable Identifications
As a Texas Commission Notary, I can only accept IDs that follow the requirements listed below:
The ID must be unexpired
The ID must contain both a photograph of the signer's face and their signature
The ID must be one of the following:
U.S. state-issued ID
U.S. federal-issued ID
Government-issued IDs from U.S. Territories of Puerto Rico, U.S. Virgin Islands, Guam, Northern Mariana Islands, and American Samoa
IF YOU ARE USING FOREIGN IDENTIFICATION
Deed / residential real estate instrument → foreign passport may be accepted
General contracts, letters, affidavits, POAs (non-real-estate) → foreign passport not accepted
No acceptable U.S. ID → credible witness may be possible (with strict requirements)

Texas law allows identification through a credible witness in certain situations.
A credible witness is someone who:
personally knows you, and
is either personally known to the notary or can present acceptable U.S. federal/state photo ID, and
has no stake in the transaction.
